PM's Bangladesh visit to resolve outstanding issues: BSF
From Deccan Ferald

| Agartala, March 3, (IANS): | |
Prime Minister Manmohan Singh and Home Minister P. Chidambaram's proposed visit to Bangladesh is expected to resolve several outstanding issues, Border Security Force (BSF) Director General Raman Srivastava said here Thursday. | |
| Relations between India and Bangladesh are very good. These would improve further and many outstanding issues may get resolved during the visit, Srivastava told reporters. Though no dates have been finalised for the visit, the prime minister and the home minister are expected to visit Bangladesh after the end of the current parliament season around April 21. Srivastava said: "The week-long director general-level meeting between the BSF and the Bangladesh Rifles (Border Guards of Bangladesh) would be held March 8-13 in New Delhi. The meeting would discuss trans-border issues and the sheltering of Indian terrorists across the border." "(India's) Relation with Bangladesh at present is very good. There are scopes to further improve neighbourly friendship," the BSF chief said. During Bangladesh Prime Minister Sheikh Hasina's visit to India January last year, New Delhi and Dhaka signed several agreements to improve trade and business, communications and people to people contact. The two countries are now implementing these proposals and accords. India-Bangladesh ties have been on the upswing since the Awami League-led government, headed by Hasina, came to power in 2009. The killing of Bangladeshis by the BSF on the border is a key issue between Dhaka and New Delhi. While Bangladesh wants the BSF to exercise restraint in opening fire on the border, the Indian border guards say that they open fire only when criminals and smugglers try to cross the border illegally. "Instead of using heavy weaponry we are trying to use less-power arms so that illegal entrants, smugglers and trans-border criminals do not get killed," the BSF official said. Srivastava said that India would fence and install flood lights along the entire India-Bangladesh border to check infiltration. Five Indian states - West Bengal, Meghalaya, Mizoram, Assam and Tripura - share a 4,095-km border with Bangladesh. The BSF chief, who arrived in Tripura Wednesday, held meetings with Tripura Chief Minister Manik Sarkar and police officials. According to a BSF official, during the meetings Srivastava stressed the need for strengthening security along the India-Bangladesh border. | |

From IBN Live
PTI | 05:03 PM,Mar 03,2011
Agartala, March 3 (PTI) The BSF has given Bangladesh Rifles (BDR) a list of camps of Indian rebel groups in the neighbouring country and will discuss about the issue of presence of insurgents leaders of the northeast there, Director General of the force Raman Srivastav said today."We have given them the list of Indian insurgents camps including the banned All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) in Bangladesh and the names of insurgent leaders who are still using the soil of the country. They (BDR) are working on it," Srivastav told reporters here."They (BDR) also have given lists of some elements who are using Indian soil. We will discuss the matters in the DG level meeting in Delhi which will be begin on March 8." Srivastav said the relation between BSF and the border guards of Bangladesh is cordial now and both sides are cooperating to solve each others problems. The DG said many insurgent leaders were handed over to India. He said, BSF would shoot less lethal weaponry like shot guns used for killing birds to injure the infiltrators into Indian territory instead of killing them.Srivastav said money has been sanctioned to flood light the 718-km Indo-Bangla border in Tripura, the work for which has started and added of the 856 km border in the state a small patches of land still remained unfenced which would be fenced first and then this area also would be flood lighted."It was difficult to fence the entire border area due to difficult terrain in the state and we have suggested that in the small patches of land where fencing is not possible in 150 yards away from the border there we would erect single line fencing on the zero line".India is erecting fencing in 150 yards away from the 4000-km long Indo-Bangla border including in northeast and West Bengal to adhere to Indira-Mujib pact signed in 1971 and border management agreement signed in 1975.Srivastav and Additional Director General of BSF, Pranay Sahay, who is the former DG of Tripura today met Tripura Chief Minister Manik Sarkar and discussed about effective management of the border.

March 4, 2011
A BSF trooper and a Pakistan ranger came to blows on Wednesday during the evening retreat ceremony at the check post along the border. Senior officers had to intervene to save the situation. A meeting between officials of the Border Security Force (BSF) and the Pakistan authorities was held on the issue on Thursday.
When the regular 40-minute ceremony started on Wednesday by sunset and an Indian trooper started lowering the national flag, he reportedly made gestures that a Pakistan Ranger found unacceptable and he gave the former a knock with his elbow. In return, the BSF jawan pounced on him and landed a few punches on his body, when senior officers on both the sides rushed in.
When contacted, BSF inspector general (Jalandhar) Himmat Singh said a minor misunderstanding occurred due to the Pakistani Ranger’s elbow touching the BSF man.
In Thursday’s meeting, the officers on both the sides decided that commandants would brief their troops so that such things could be avoided.
BSF jawan kills 2 colleagues
| From The Telegraph OUR SPECIAL CORRESPONDENT |
Agartala, March 3: A jawan of the 89th battalion of the BSF last night shot dead two colleagues and inflicted serious injuries on another in remote Rajbari outpost of Tripura bordering the Chittagong Hill Tracts of Bangladesh. The incident took place under Raisyabari police station of Dhalai district. The injured jawan is battling for life in GB Hospital, Agartala, after being airlifted by a chopper from Raisyabari. Senior BSF deputy inspector-general A.K. Singh and superintendent of police (Dhalai), R. Gopal Krishna Rao rushed to Raisyabari to take stock of the situation. Police and the BSF sources gave contradictory versions about the incident. DIG (operations) of state police Nepal Das said according to feedback he got, there had been simmering tension among BSF jawans posted in the Rajbari border outpost over smuggled booty. Smuggling is rampant in the area and a section of jawans was upset that the money, paid by local smugglers in lieu of safe passage of their contraband items across the border, were not being fairly distributed. Yesterday around 10.30pm, jawan Dhananjay Kumar, 30, raised the issue of unequal distribution of the booty. When three of his colleagues protested, Dhananjay took out his Insas rifle and fired from point blank range, critically injuring constables Sanjay Kumar, 28, Anil Kumar, 29, and Md Aslam Ali, 30. Sanjay Kumar died of his injuries while being taken to Raisyabari primary health centre. Anil Kumar was declared brought dead after being taken to Gandacherra subdivsional hospital. Ali was brought to GB Hospital, Agartala, and is battling for life. BSF (DIG) A.K. Singh gave a different version. According to him, constable Dhananjay Kumar was posted at another BOP but because of his borderline insanity he had been shifted to Rajbari BOP for improvement of his mental condition. “Instead of getting cured, he opened fire on his colleagues. We have still kept him at the Rajbari BOP but a decision about his status will be taken soon after consultation with our seniormost officers and doctors,” Singh said. Rao said in the border areas the police and the BSF have concurrent jurisdiction up to 1km from the zero line of the border and Dhananjay would have to be handed over to the police for interrogation and investigation. |
