In Ayurveda, Panchagavya including cow urine (Gomutra) are used for purification of many herbal drugs (such as ‘Kupilu and Gunja etc), metals and minerals in the process of medicine preparation. There are some Ayurvedic medicines being fortified with Gomutra too.
Number of institutes/ pharmaceutical units manufacturing Ayurvedic Medicines includingPanchagavya is maintained by the State Governments. The quality standards of Panchagavya Ghrita has been published in Ayurvedic Pharmacopoeia of India, Part-II, Vol.I by Department of AYUSH.
A study titled ‘Evaluation of the immunomodulatory activity and safety/toxicity of PanchagavyaGhrita’ has been conducted by Central Council for Research in Ayurvedic Sciences (CCRAS), an autonomous body under the Department of AYUSH. It was observed that Panchagavya Ghrita is safe, non-toxic and an effective immuno-stimulant. CCRAS allocated an amount of Rs.7.5 Lakhs for the purpose against which an amount of Rs.3,96,626/- has been utilized during 2010-11.
Besides, Council of Scientific and Industrial Research (CSIR) has conducted some basic research on cow urine. It has secured the IP generated through following patents:
i. Use of Cow Urine Distillate (Go-Mutra) as Bioenhancer of Anti-Infective and Anti-Cancer Agents.
Patents on the above subject were jointly filed in the name of CSIR-CIMAP, Lucknow and Go VigyanAnusandhan Kendra, Nagpur.
ii. Pharmaceutical Composition containing cow urine Distillate as an Anitoxidant
Patents on the above subject were filed in the name of CSIR-NEERI, Nagpur. This patent is based on Redistilled Cow’s Urine distillate (RCUD).
The above information was given by the Union Minister for Health & Family Welfare Shri GhulamNabi Azad in a written reply in the Lok Sabha today.

| Aviation security, in contrast to general security, is a highly technical task. Aviation security is to be carried out as per set standards, contained in Annexure 17 to Chicago Convention of International Civil Aviation Organization (ICAO). For international operations, it is mandatory for the State to enter into a contract with ICAO which binds the Contracting State to abide by the prescribed Standards of security to ensure safeguarding of all civil aviation operations. Further, which implementing the security, the provisions dealing with facilitation of passengers in Annex 9 to the same Convention have to be kept in view. This is possible only through a highly specialized, professionally competent and dedicated force. Ministry of Civil Aviation had recently engaged the International Civil Aviation Organisation (ICAO) expert team to study Aviation Security arrangements and Procedures in India. The objective of the project was to review the (i) restructuring of administration of the existing Bureau of Civil Aviation Security (ii) setting up of a dedicated Aviation Security Force (iii) to design a robust operational framework for aviation security, striking the right balance between Aviation Security and passenger facilitation, taking into account the various airport operation models in India as well as models in other countries, and (iv) to propose alternative mechanism. If any, to discharge non-core security functions in airports. The estimation of expenditure in creation of infrastructure for training the new force/recurring expenditure in creation of infrastructure for training the new force/recurring expenditure for maintenance of this force is being worked out. The average cost of the new ASF is likely to be much less than the cost on CISF, presently deployed at 59 airports in the country. An expert team of Consultants from ICAO was engaged in 2010 to study the restructuring of Bureau of Civil Aviation Security (BCAS) and other aspects relating to aviation security in India. The ICAO study report was submitted on 26th August, 2011 which has been accepted by the Government and action on these recommendations has also been initiated. Alleging “acute stagnation” and “deprivation” of financial benefits in the force, sixty-six CRPF officers have petitioned the Delhi High Court for grant of better salary and service benefits.
A bench of justices Pradeep Nandrajog and Manmohan Singh have issued separate notices to the Union Home Ministry, the Department of Personnel and Training and the Central Reserve Police Force (CRPF) headquarters seeking their response on the petition of these officers who are in the ranks of Commandants, Deputy Commandants and Second-in-command.
The step by the CRPF officers comes days after a similar petition was moved by the officers of the BSF, with both the forces claiming that non-implementation of policy measures is affecting their “morale and efficiency”.
Both the CRPF and BSF are country’s largest paramilitary forces and not only guard strategic Indian frontiers but are also deployed for a variety of internal security duties like tackling Left Wing Extremism.
The CRPF officers have requested the court to issue directions to the authorities to “extend the benefit of non-functional upgradation to the CRPF general cadre group A officers...”.
They have also prayed the court to categories them as members of an “organised cadre” which will ensure promotion and other service related benefits to them.
The CRPF officers, in their writ petition, state that undertaking these policy measures will ensure pay parity and social recognition. .

BSF officers move court over policy disparity

New Delhi: Unhappy with “acute stagnation” and deprivation of “financial benefits”, more than 100 BSF officers have petitioned the Delhi High Court against those who frame policies for them – the Union home ministry and the IPS officers who constitute the top brass of the border guarding force.
A bench of Justices Pradeep Nandrajog and Manmohan Singh on 14 August has issued two separate notices to the Union home ministry and the Border Security Force (BSF) headquarters for a response on the petition of these officers who are in the ranks of Deputy Inspector Generals, Commandants, Deputy Commandants and Second-in-command.

This is a rare instance of officers of an armed force rendering internal security duties approaching the court for relief as they claim that non-implementation of policy measures is affecting their “morale and efficiency”.
The BSF officials, who guard the crucial Indian frontiers with Pakistan and Bangladesh, are aggrieved that they are not being extended the “non-functional financial upgradation”, despite a 2009 Department of Personnel and Training (DoPT) order in this regard.
The said upgradation, the BSF officials contend, will ensure pay parity and social recognition as they would get timely promotions.
“A total of 66 BSF officers are signatory to the first petition that has been filed in the Delhi High Court. Many more officers have sent similar signed representations. The officers have taken this step as issues related to their equitable pay and on-time promotions have hit their morale,” said Advocate Rekha Palli, counsel for these officers.
Sources in the force said the total number of signatories to the petition has gone above 100 as many officials from the field formations have sent in their representations.
The officers pleaded in their petition, “Despite the general duty group ‘A’ officers of the BSF dedicating their life in the field areas and sacrificing their personal lives for the organisation and the nation, they instead of being rewarded for their selfless service, are being deprived of even those financial benefits and privileges which other group ‘A’ officers are enjoying and hence they have no other remedy except to approach the honourable court.”
The officers said they “are facing an acute stagnation not only because of lack of adequate promotional posts but also because a majority of the important posts of the top hierarchy had been/are always held by deputationists (IPS officers), who have failed to take adequate steps for career progression of the cadre officers.”
“This is effecting the morale and efficiency of the officers dedicating their life to the service of the nation at the borders,” the petition said.
The 2.40 lakh personnel strong BSF, country’s second largest paramilitary after the CRPF, has made various representations to the home ministry but the ministry is still to take a final view on the subject, it said.

Concern raised over BSF proposal in tiger reserve
New Delhi: A high-level body of Environment Ministry, headed by Jayanthi Natarajan, has expressed anguish over a BSF proposal seeking permission for building a patrol road in Mizoram along a tiger reserve bordering Bangladesh.In its recent meeting, members of the Standing Committee of National Board for Wildlife said that if a patrol road is built, it will be a threat to movement of wildlife in the Dampa Tiger Reserve, the biggest sanctuary in Mizoram.

गैर नक्सल इलाकों में पहले बिछेगी बीएसएफ की 'लाइफ लाइन'

रायपुर। बीएसपी के लिए लाइफ लाइन मानी जाने वाली 232 किमी रावघाट रेल लाइन का काम अब जल्द ही शुरू होने वाला है। पहले चरण में 95 किमी लंबी रेल लाइन बिछाने का काम दल्लीराजहरा से उन इलाकों में पहले शुरू होगा, जो गैर नक्सल प्रभावित क्षेत्र कहलाते हैं। इन इलाकों में जिलों की लोकल पुलिस सुरक्षा प्रदान करेगी। नक्सल इलाकों में काम के दौरान सीआरपीएफ और पुलिस फोर्स सुरक्षा का जिम्मा उठाएगी।
पुलिस मुख्यालय में गुरुवार शाम रावघाट परियोजना की सुरक्षा के संबंध में पुलिस और रेलवे अफसरों की बैठक बुलवाई गई। बैठक में मुख्यालय के अफसरों ने रेलवे अधिकारियों को रावघाट रेल क्षेत्र के नक्सल इलाकों की भोगौलिक परिस्थितियों की जानकारी दी। उन्हें तीनों जिले के इलाकों में आने वाले जंगल, गांव, पहाड़ियां और नदियों के बारे में जानकारी दी गई।

LALMONIRHAT: Indian Border Security Force gave back a Bangladeshi truck driver on Friday, 16-hour after he was held from Burimari land port zero point.
On Thursday, Choton, 26, son of Amanullah Munshi of Tantipara area in Burimari port was picked up by BSF personnel.
Later, the truck driver was returned at about 11:30am after a commander level flag meeting between Border Guard Bangladesh and Border Security Force (BSF).
Lalmonirhat-31 BGB source told banglanews that Chhoton went to Changrabandha land port customs office with cotton-laden truck. BSF personnel picked up him at zero point while he was returning home.
Earlier, Burimari C&F Agent Association and Chanrabandha C&F Agent Association leader gave 72-hour ultimatum to return the Bangladeshi truck driver. Otherwise, export-import would be stopped through the Burimari land port on Saturday.

Guwahati, July 20 (IANS) Two alleged GNLA linkmen have been arrested in Meghalaya, a BSF official said Friday.
Mikson R. Marak, 21, and Luthar Sangma, 25, were held during a joint BSF and police operation in the Salbari and Khorang Basti areas of West Garo Hills, the official said.
The duo have been accused of helping the Garo National Liberation Army (GNLA), a militant outfit, in extortion and other illegal activities.
In another incident, BSF arrested a man in West Garo Hills for allegedly smuggling fake Indian currency notes, said an official.
Abdul Ajad Miya was arrested from the Kalaichar area.
BSF also recovered from him fake Rs.500 denomination notes amounting to Rs.10,000 and a mobile phone with a SIM card from Bangladesh.

JAISALMER: Union minister of state for home Bhanwar Jitendra Singh inaugurated the firing range of Border Security Force at Kishangarh area near Indo-Pak border here. On this occasion BSF special DG Arvind Ranjan, Rajasthan frontier IG KL Meena, Jaisalmer sector (north) DIG BR Meghwal, sector (south) Balwinder Singh Bhajwa, Rajasthan Frontier DIG Pushpendra Singh Rathore, MP Harish Choudhary, MLA Sale Mohammad, including other eminent people were present.
Singh reached Jaisalmer at noon by a special plane. He was received by other dignitaries.Rajasthan frontier IG KL Meena, DIG ushpendra singh rathore, ex-MLA Govardhan Kalla, muncipality chairmen Ashok Tanwar, MP Harish Chaudhary including other BSF officers received him.

Chief Minister Jayalalithaa on Friday told the Centre that the proposed amendments to the Border Security Forces Act, 1968, could also be discussed at the Chief Ministers' conference in New Delhi on the National Counter Terrorism Centre on May 5.
In a letter to the Prime Minister, she stated that the proposed changes to the BSF Act and the NCTC proposal “seem to have a similar motive”. Therefore, it would be appropriate if these amendments were also discussed at the same conference.

गंगारामपुर, संवाद सूत्र : दक्षिण दिनाजपुर जिले के अमूल्या गाँव में गुरुवार को 120 बीएसएफ बटालियन की ओर से कुल्हारी स्कूल में वृहद जनकल्याण मूलक कार्य का समारोह आयोजित किया गया। जिसमें जनहित में प्रयुक्त होने वाले सामानों को बांटा गया।
इसके तहत 4 हाईस्कूल को भी सामग्री वितरित की गई। जिसमें कुल्हारी हाईस्कूल रसूलपुर, हायर सेकेंडरी स्कूल फकीरगंज, भदरा में स्थित मदरसा, सजिया क्षेत्र स्थित उच्च हायर सेकेंडरी स्कूल बसंती में बीएसएफ की तरफ से चार कम्प्यूटर, खेलकूद के लिए वालीबॉल, फुटबॉल प्रदान किए गए। गांव प्रधान को पानी एकत्र करने के लिए वाटर टैंक दिए गए। निकट में पुर्नभवा उच्च आत्रेई नदी होने के कारण करीब 30 इलाके बाढ़ बाहुल्य हैं। जिसे ध्यान में रखते हुए डूबने से बचने के लिए 20 जैकेट, बीस वॉटर टब दिए गए। बच्चों को खेलने के लिए अन्य सामग्री प्रदान की। बीएसएफ की 120 बटालियन के सीओ राज कुमार बसट्टा ने बताया कि यह क्षेत्र विकास के मामले में अत्यन्त पिछड़ा हुआ है। यहां पानी की कमी है सूखा इलाका है। हम इस क्षेत्र विकसित करने के उद्देश्य से कार्यक्रम कर रहे हैं। सीमांत क्षेत्र है इसलिए बीएसएफ जनकल्याणकारी कार्यक्रम करती है। बीएसएफ द्वारा वितरित किए सामानों से ग्रामीणों में हर्ष व्याप्त है।
