Report Card of Ministry of Home Affairs for November 2011

The Union Home Minister, Shri P. Chidambaram presented the Report Card of the Ministry of Home Affairs for November, 2011 here today.  Following is the text of his statement:
“I present the report of the Ministry of Home Affairs for the month of November, 2011.
            On November 1, 2011, I held a bilateral meeting with the Interior Minister of Israel on the issues related to security.
            On November 12, 2011, MoU on Combating International Terrorism, Illicit Drug Trafficking and Enhancing Bilateral Cooperation in Capacity Building, Disaster Management and Coastal Security was signed between India and Maldives at Male. 
            On November 19–21, 2011, the Joint Working Group meeting between India and Bangladesh and 12th India-Bangladesh Home Secretary Level talks were held.  Issues related to security, border management and enhancement of cooperation were discussed.

            On November 22-23, 2011, UAE delegation led by Deputy Prime Minister and Minister of Interior visited India. Two agreements, namely,
(a) Agreement on Security Cooperation and (b) Agreement on Transfer of Sentenced Persons were signed between the Government of India and the Government of UAE and issues related to bilateral security were discussed.
            On November 25, 2011, a meeting of the Consultative Committee of the Ministry of Home Affairs was held to discuss “Community Policing”.
            On November 25, 2011, a tripartite Memorandum of Settlement was signed among the Government of India, the Government of Assam and the United People’s Democratic Solidarity (UPDS).  I hope that this agreement will be an example for other militant groups and they will also come forward to hold talks in order to find political solutions to their problems.

Visit to States

            On November 2-3, 2011, I visited Imphal, Manipur and  reviewed the security situation and progress of developmental works in the State with the Chief Minister and officials of the State Government and Government of India.  I also visited SenapatiJessamiTameiTousem and Tamenglong and inaugurated many developmental projects, including three 33/11 KVA power sub-stations at Jessami,Tamei and Tousem, a 50 bedded hospital at Senapati, a PHC building at Jessami, a JNV school building at Tamenglong and mini-secretariats at Tamenglong andSenapati.  I also met a delegation of the UNC and urged them to resume the tripartite dialogue.
            On November 3, 2011, I visited Guwahati, Assam and held a security review meeting with the Chief Minister and other senior officials. 
            I visited Bhubaneswar and Ranchi on November 9, 2011 and visited Raipur and Mumbai on November 15, 2011 and reviewed the security situation in the LWE-affected districts of Odisha, Jharkhand, Chhattisgarh and Maharashtra and progress of various IAP/Flagship Schemes and Road Requirement Plan for LWE-affected areas with the Chief Ministers and officials of State Governments.

Internal Security

            On November 1 , 2011, sanctions amounting to Rs.29.52 crore were issued to 6 LWE-affected States under the Scheme for Special Infrastructure (SIS).
            On November 24, 2011, a senior politburo member of the CPI (Maoist) was killed in an encounter with security forces that commenced on November 23 and concluded on November 24.  Preliminary reports indicate that he was killed in the gun battle.  The Government of West Bengal has ordered an inquiry by the CID.  Government has never encouraged fake encounters or killing of persons after they are apprehended by security forces.  Militant organisations, especially the CPI (Maoist), have indulged in wanton killings over the years.  For example, in the month of November, 2011 alone, 3 members of the security forces and 27 civilians were killed in naxalite violence.  I have attached to this report a statement that lists these brutal acts of killing.
            A sum of Rs.1.11 crore was sanctioned as assistance to
37 beneficiaries at the rate of Rs.3 lakh each under the Central scheme of assistance to the victims of terrorist/communal/naxal violence.

North East

            On November 4, 2011, the entire State of Assam and a 20 kms wide belt in the State of Arunachal Pradesh and Meghalaya bordering Assam were declared as ‘disturbed area’ for a period of one year under Section 3 of the Armed Forces (Special Powers) Act, 1958.

            Sanctions amounting to Rs.189.31 crore were issued for acquisition of land and construction of office/residential/other infrastructure buildings for the following CAPFs:

CCTNS

            Home Secretary held a meeting with Nodal Officers of State CCTNS projects on 2 November 2011 to review the progress of CCTNS.
Utilization Certificates (UC) for Rs.67.52 crores amounting to 22.21% of total funds released for the year 2011-12 have been received from the States / UTs.

Border Management

            India-Bangladesh Border: In November 2011, 8 kms of fencing and
10 kms of road works were completed under phase II of the project and
kms of fencing were replaced under phase III of the project. Poles for floodlighting were erected on a length of 30 kms and cables were laid on
12 kms stretch during the month.
            India-China Border: Construction of 23 roads of total length 700 kms is in progress. During the month, 12.98 kms of formation works and
8.44 kms of surfacing works were completed. So far, a total of 437 kms of formation works and 145 kms of surfacing works have been completed.
            Coastal Security: Land has been identified for 109 out of 131 Coastal Police Stations sanctioned under Coastal Security Scheme and land acquisition process has been initiated in 74 cases.  Rs.15.76 crore has been released to the coastal States and UTs for construction of Coastal Police Stations and jetties.
            Border Area Development Programme (BADP): Annual Action Plans have received from all the 17 States.  The total amount released to the
17 States in the current financial year at the end of November 2011 stands at Rs.697.30 crore (77.30% of the total allocation of Rs.900 crore), including Rs.27.76 crore released in November 2011.

Immigration

            Integrated on-line visa application system under the Mission Mode Project on IVFRT (Immigration, Visa and Foreigners Registration & Tracking) was made operational at the Indian missions at Kuala Lumpur, Rome, Vienna and Oslo. This facility is now functional at 38 Indian missions abroad.
            A Pakistani prisoner and a Pakistani fisherman were repatriated to Pakistan on completion of their sentences.
            The online registration application system for foreigners was made operational at FRRO, Mumbai, Hyderabad, Chennai, Kolkata and Amritsar.  With this development, this facility is now operational at all the 7 FRROs.

IPS

            Shri V.N.Rai, IPS (HY:77) was appointed as Director, SVP National Police Academy, Hyderabad.
            Offer of appointment in the Indian Police Service was issued to
144 candidates on the basis of Civil Service Examination 2010.

Union Territories

            On November 4, 2011, the President gave her assent to the Members of Legislative Assembly of the National Capital Territory of Delhi (Salaries, Allowances, Pensions etc.) (Amendment) Bill, 2011 and the Ministers of the Government of National Capital Territory of Delhi (Salaries and Allowances) (Amendment) Bill, 2011.
            On November 4, 2011, notification to promulgate the Andaman and Nicobar Islands Marine Fishing (Amendment) Regulation, 2011 was issued.
            On November 9, 2011, sanction was issued for grant of Hard Area Allowance to the Central Government employees posted in the Islands of Kiltan,AndrottKalpeniChetlatKadmatAmini and Bithra in the Union Territory of Lakshadweep. (It was issued by M/o Finance on a proposal sent by this Ministry).
            On November 24, 2011, prior approval of the Central Government to the Delhi Municipal Corporation (Amendment) Bill, 2011 for trifurcation of the MCD was conveyed.

Disaster Relief

            During November 2011, National Disaster Response Force (NDRF) teams comprising 423 personnel and 27 boats were deployed for rescue and relief operations during floods and other emergencies in the States of Assam, Kerala, Andhra Pradesh, Maharashtra, Karnataka, Bihar and Madhya Pradesh.

Census 2011 and National Population Register (NPR)

            Post Enumeration Survey (PES) of Population Enumeration was completed in all States/UTs.
            Scanning of Population Enumeration has been completed for 9.4 crore out of the total of 27 crore schedules.
            Capture of biometrics for the National Population Register is in progress. As on date, biometrics have been captured for more than 80 lakh persons.
            Socio-Economic & Caste Census (SECC) field work has been completed in the UTs of Chandigarh, Dadra & Nagar Haveli and Puducherry and is in progress in Andhra Pradesh, Arunachal Pradesh, Chhattisgarh, Daman & Diu, Goa, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Meghalaya, Orissa, Punjab, Rajasthan, Sikkim and Tripura.  Out of a total of 7.1 lakh Enumeration Blocks (EBs) in these 17 States/UTs, field survey has been completed in 82,000 EBs.

Judicial

            The President’s assent was received for the Assam Land Grabbing (Prohibition) Bill - 2010.

Other matters

            Notification for change of name of Orissa to Odisha and of language Oriya to Odia was issued on 1 November, 2011.       
            The drive to implement the judgments of Courts in relation to pension to freedom fighters continued. During the month, 8 judgments were implemented and 133 judgments are pending for implementation. 
            40,281 records of claims and compensation paid to displaced persons were computerized in November, 2011. The database now has 749,170 records.
            As you are aware, I complete three years as Home Minister today.  A report on the tasks accomplished in the Ministry of Home Affairs in the three year period from 1.12.2008 to 30.11.2011 is being issued separately”.
