Peace meeting in Tripura following border skirmishes

Agartala, Nov 18 : The civil administration has called for a peace meeting tomorrow following a clash between the Border Security Force (BSF) and villagers of bordering localities in Sonamura in the western boundary of Tripura yesterday.
Police said here today the villagers had registered a case against two BSF jawans of 77 battalion alleging that they had been prevented to attend Id-U-Zuha Namaz in mosque beyond the wire fence.
The villagers alleged that the BSF prevented them to attend the Namaz. Two villagers were also injured in dog bites and admitted to a nearby hospital.
Meanwhile, the BSF officials denied the allegation and said that the villagers had assembled early morning and pressurised them to open the gate before time but for security reasons they did not agree to the proposal.

Rationale of anti-terror steps to protect human rights

New Delhi, Nov 17 : The fundamental rationale of anti-terrorism measures has to be to protect human rights and democracy, according to National Human Rights Commission Chairperson Justice (rtd.) K G Balakrishnan.
Justice Balakrishnan, former Chief Justice of India, was speaking as Chief Guest at the All India Inter-Central Para-Military Forces Debate competition here yesterday.
''Promoting the rights of the people is extremely challenging in the present scenario of growing violence and terrorism," he said.
''Counter-terrorism measures should, therefore, not undermine democratic values, violate human rights or subvert the Rule of Law.
If human rights are violated in the process of combating terrorism, it will be self defeating," he added.
The debate competition on the topic ''Human Rights can be observed by security forces without comprising national security concerns''was organised by the NHRC.
The final round of the competition saw 18 police officers from Assam Rifles, BSF, CISF, CRPF, ITBP, NSG, RPF and SSB as participants.
It had categories in both Hindi and English languages.
Mr Om Prakash, constable, BSF and Mr Avinash Kumar, Assistant Commandant, BSF won the first prize in the Hindi and English categories respectively.
It was the BSF that emerged with the maximum number of winners.
The rolling trophy 2010 was presented to them.
Each contestant was judged on the basis of communication, grasp over the issue and presentation of the content. Consolation prizes were also given for good performance.

BSF apprehends Bangladeshis, seizes cattle

Shillong, Nov 15 : The BSF apprehended three Bangladeshis from Lattangtila border outpost area in East Khasi hills district today
BSF sources said here the trio was trying to infiltrate into India.
They have been identified as Sunil Singha and Pradip Singha of Tilokpur village, Maulavi Bazar and Bakul Mia of Jamarkona village, Kamalganj in Bangladesh.
Besides, BSF troops seized 58 cattle, liquor and other contraband items during the last 24 hours while these were being smuggled out to Bangladesh.
The estimated cost of the seized items was Rs 16,33,800, sources said.
The apprehended persons and the seized items have been handed over to the concerned department for further action, sources added.

BSF, Pak Rangers hold commander-level flag meeting

Jammu, Nov 16 (PTI) A sector commander-level flag meeting was today held between BSF and Pakistani Rangers at a forward border out post (BOP) along the Indo-Pakistan border in Jammu district.
The DIG-level meeting between BSF and Pakistani Rangers were held at Octroi BOP along international border in RS Pura sector of Jammu district at 1100 hours, BSF Deputy Commandant S Balasubramaniam told PTI.
The Indian side was represented by over 20 officers, including DIGs C Vasudevan and S K Singh, he said, adding that the Pakistani delegation was led by Pak Rangers, Sector Commander, Brigadier Masood along with 15 other officers.
During the meeting, Vasudevan handed over sweets and exchange greetings with the Pakistani officers on the eve of Eid-ul-Zuha, he said.
The meeting was held in cordial atmosphere and both parties agreed to maintain peace and tranquillity along the international border, he added.
Zahid Farooq case: Court defers decision on BSF plea

Srinagar: A local court Monday deferred its decision on Border Security Forces plea, seeking stay in civil proceeding into the killing of teenager Zahid Farooq at Nishat on outskirts of Srinagar, till November 23.
Public prosecutor, Abdul Aziz Teli told Press Bureau of India that Chief Judicial Magistrate Srinagar, Yashpal Bourney, who was supposed to pronounce verdict today, deferred the decision till November 23.
On April 6, the BSF through Deputy Inspector General (DIG), Brig (Retd) R M Painuly, had moved an application before the CJM, seeking stay in the civil proceedings and transfer of case to the BSF court under section 80 of BSF Act of 1989.
In his arguments, the counsel for BSF had said that the accused BSF personnel opened fire in self-defense after attacked by a stone-pelting mob on the fateful day while as he maintained that the accused were on active duty. He also referred to BSF act and said that it had been incorporated to provide concurrent jurisdiction to the Security Force Courts in the case of civil offences.
The counsel for family said that the application moved by BSF was not maintainable because the offences for which the charges have been presented by the prosecution were exclusively triable by ordinary criminal court.
BSF Commandant RK Birdi and his sub-ordinate Lakhwinder Kumar are accused in killing Zahid Farooq in an unprovoked firing near teenager’s residence at Nishat in city outskirts on February 05 last.
In its 3-page charge-sheet, the Special Investigation Team of police charged the BSF personnel under Section 302 of the Ranbir Penal Code (RPC), an offence punished with death, or imprisonment for life and fine.

Modernization of CPFS
The Government has approved a 5 year plan(2002-07) for modernization of 6 Central Para Military Forces Assam Rifle,(AR), Central Reserve Police Force (CRPF), Central Industrial Security Force(CISF), Border Security Forces (BSF), Indo-Tibetan Border Police (ITBP) andNational Security Guard (NSG) at an estimated const of Rs. 3740.71 crores in February 2002. Separately, the Government also approved a three-year plan (2005-08) formodernization of Sashatra SeemaBal (SSB) at an estimated cost of Rs. 444.43 crores in April, 2005. The Government also approved the extension of both the above plans upto 31.03.2011.

Facilities for Women Personnel in BSF
The details of facilities provided by the Government for the women personnel of
Border Security Force are (i) Problems are attended to through personal
interviews, Sainik Sammelan and time to time interactions, (ii)
Detailment of Lady Medical Officer/Lady Ministerial staff as nodal
officers to address their grievances (iii) grant of adequate leave and medical
facilities with special care to pregnant women (iv) convenient posting,
wherever feasible (v) In case of married women, generally husband and wife are
posted at the same station in the Force, assignment of comparatively lighter
duties while posted in the field units (vi) provision of barracks with
attached toilets in Border Out Posts, etc.
All women employees in Border Security Force are self dependent. However, they are
imparted specialized training to enhance their physical capacity and self
esteem. Besides, special Committees are formed to prevent sexual abuse at work
place.
