Separate Aviation Security Force

PIB Release
31 Aug 2012
Separate Aviation Security Force
Aviation security, in contrast to general security, is a highly technical task. Aviation security is to be carried out as per set standards, contained in Annexure 17 to Chicago Convention of International Civil Aviation Organization (ICAO). For international operations, it is mandatory for the State to enter into a contract with ICAO which binds the Contracting State to abide by the prescribed Standards of security to ensure safeguarding of all civil aviation operations. Further, which implementing the security, the provisions dealing with facilitation of passengers in Annex 9 to the same Convention have to be kept in view. This is possible only through a highly specialized, professionally competent and dedicated force.

Ministry of Civil Aviation had recently engaged the International Civil Aviation Organisation (ICAO) expert team to study Aviation Security arrangements and Procedures in India. The objective of the project was to review the (i) restructuring of administration of the existing Bureau of Civil Aviation Security (ii) setting up of a dedicated Aviation Security Force (iii) to design a robust operational framework for aviation security, striking the right balance between Aviation Security and passenger facilitation, taking into account the various airport operation models in India as well as models in other countries, and (iv) to propose alternative mechanism. If any, to discharge non-core security functions in airports. The estimation of expenditure in creation of infrastructure for training the new force/recurring expenditure in creation of infrastructure for training the new force/recurring expenditure for maintenance of this force is being worked out. The average cost of the new ASF is likely to be much less than the cost on CISF, presently deployed at 59 airports in the country.

An expert team of Consultants from ICAO was engaged in 2010 to study the restructuring of Bureau of Civil Aviation Security (BCAS) and other aspects relating to aviation security in India. The ICAO study report was submitted on 26th August, 2011 which has been accepted by the Government and action on these recommendations has also been initiated.

This information was given by the Minister of Civil Aviation Shri Ajit Singh in a written reply to a question in Lok Sabha today.

On lines of BSF- CRPF officers also move court on salary grievances

From Deccan Herald

New Delhi, August 31, 2012, PTI:

Alleging “acute stagnation” and “deprivation” of financial benefits in the force, sixty-six CRPF officers have petitioned the Delhi High Court for grant of better salary and service benefits.

A bench of justices Pradeep Nandrajog and Manmohan Singh have issued separate notices to the Union Home Ministry, the Department of Personnel and Training and the Central Reserve Police Force (CRPF) headquarters seeking their response on the petition of these officers who are in the ranks of Commandants, Deputy Commandants and Second-in-command.

The step by the CRPF officers comes days after a similar petition was moved by the officers of the BSF, with both the forces claiming that non-implementation of policy measures is affecting their “morale and efficiency”.

Both the CRPF and BSF are country’s largest paramilitary forces and not only guard strategic Indian frontiers but are also deployed for a variety of internal security duties like tackling  Left Wing Extremism.
The CRPF officers have requested the court to issue directions to the authorities to “extend the benefit of non-functional upgradation to the CRPF general cadre group A officers...”.
They have also prayed the court to categories them as members of an “organised cadre” which will ensure promotion and other service related benefits to them.

The CRPF officers, in their writ petition, state that undertaking these policy measures will ensure pay parity and social recognition.  .

BSF officers move court over policy disparity

From The Firstpost
New Delhi: Unhappy with “acute stagnation” and deprivation of “financial benefits”, more than 100 BSF officers have petitioned the Delhi High Court against those who frame policies for them – the Union home ministry and the IPS officers who constitute the top brass of the border guarding force.
A bench of Justices Pradeep Nandrajog and Manmohan Singh on 14 August has issued two separate notices to the Union home ministry and the Border Security Force (BSF) headquarters for a response on the petition of these officers who are in the ranks of Deputy Inspector Generals, Commandants, Deputy Commandants and Second-in-command.

This is a rare instance of officers of an armed force rendering internal security duties approaching the court for relief as they claim that non-implementation of policy measures is affecting their “morale and efficiency”.
The BSF officials, who guard the crucial Indian frontiers with Pakistan and Bangladesh, are aggrieved that they are not being extended the “non-functional financial upgradation”, despite a 2009 Department of Personnel and Training (DoPT) order in this regard.
The said upgradation, the BSF officials contend, will ensure pay parity and social recognition as they would get timely promotions.
“A total of 66 BSF officers are signatory to the first petition that has been filed in the Delhi High Court. Many more officers have sent similar signed representations. The officers have taken this step as issues related to their equitable pay and on-time promotions have hit their morale,” said Advocate Rekha Palli, counsel for these officers.
Sources in the force said the total number of signatories to the petition has gone above 100 as many officials from the field formations have sent in their representations.
The officers pleaded in their petition, “Despite the general duty group ‘A’ officers of the BSF dedicating their life in the field areas and sacrificing their personal lives for the organisation and the nation, they instead of being rewarded for their selfless service, are being deprived of even those financial benefits and privileges which other group ‘A’ officers are enjoying and hence they have no other remedy except to approach the honourable court.”
The officers said they “are facing an acute stagnation not only because of lack of adequate promotional posts but also because a majority of the important posts of the top hierarchy had been/are always held by deputationists (IPS officers), who have failed to take adequate steps for career progression of the cadre officers.”
“This is effecting the morale and efficiency of the officers dedicating their life to the service of the nation at the borders,” the petition said.
The 2.40 lakh personnel strong BSF, country’s second largest paramilitary after the CRPF, has made various representations to the home ministry but the ministry is still to take a final view on the subject, it said.

Manipur role for BSF - State nod to replace Assam Rifles with border force

From The Telegraph 20 April 2012
New Delhi, April 19: The BSF may soon replace the Assam Rifles on the Myanmar border after Manipur backed the home ministry’s proposal.
Manipur — one of the northeastern states that shares a border with Myanmar — is learnt to have written to the home ministry asking for the Assam Rifles to be exclusively deployed for counter-insurgency while the BSF patrols the 1,643km border.
“We have received a communication from Manipur but other (northeastern) states also want the BSF at the border,” a government source said.
Armed with the approval of Manipur — which has a 398km border with Myanmar — the home ministry is preparing to take the proposal to the cabinet committee on security. Union home minister P. Chidambaram has long pushed for the BSF, which guards the frontiers with Pakistan and Bangladesh.

Budget 2012: You get to save Rs 22,000 in Income Tax, but be ready to spend more on everything else

From The Economic Times 17 March 2012
He's attempted to put more money in your pockets by nudging tax exemption limits upwards. But that will still prove to be loose change when you consider that the finance minister hopes to shore up revenues by making almost everything you set out to spend on more expensive. In already inflationary climes, that's not going to help bump up consumption.

"The signals are not good considering consumer demand is anyway low due to recurrent price hikes on account of commodity inflation and other macroeconomic conditions," says Manish Sharma, managing director, Panasonic India. "Demand will get dampened and we expect the (consumer durables) industry growth to be hit by 10-15% this year, after last year's dismal singledigit growth rate," he adds.

Budget 2012: How to not pay any tax with an income of Rs 7.85 lakh

From The Economic Times 17 March 2012
The hike in I-T exemption limit from Rs 1.8 lakh to Rs 2 lakh saves men Rs 2,060 in annual taxes, but women gain only Rs 1,030 since they had a higher limit of Rs 1.9 lakh. Senior citizens gain nothing since they were even now not paying tax below Rs 2.5 lakh a year.

The shift in slabs with 30% kicking in at Rs 10 lakh, not Rs 8 lakh, means those between these two limits save anything from Rs 2,060 to Rs 22,660 per annum (or Rs 1,030 to 21,630 for women), while those with annual incomes above Rs 10 lakh save Rs 22,660 (or Rs 21,630), irrespective of their income. For senior citizens, savings are at best Rs 20,600.

Now, BSF Bill in trouble as CPM raises questions

From Express news service : New Delhi, Wed Mar 14 2012
After the National Counter Terrorism Centre and the Railway Protection Force Act, the Centre is likely to face similar protests from the Opposition on the Border Security Force (Amendment) Bill. In this case too, the contention is that the Centre is trying to usurp the powers of the states.
The CPM flagged off the debate, with senior leader and Rajya Sabha MP Sitaram Yechury asserting that the BSF Bill was a “direct intrusion into the rights of the states”. The Bill proposes to extend the area of BSF’s operation to any part of India as notified by the Centre.
Yechury said some members of the parliamentary committee had questioned the need for widening the scope for deployment of the BSF in the hinterland areas. The parliamentary standing committee on home headed by BJP’s Venkaiah Naidu had, however, adopted the Bill without any changes after deliberations, but suggested that the concerns be addressed appropriately.
Taking a dig at the Trinamool Congress, Yechury said UPA allies who do not like the policies of the Congress should quit the coalition. Referring to the DMK stalling the RS over the Sri Lanka issue, he said it was peculiar to see government allies disrupting Parliament.

4 BSF officers killed, 2 injured in IED blast in Odisha

From The Times Of India
PTI | Feb 10, 2012,
BHUBANESWAR: Four BSF officers, including a Commanding Officer, were killed while two others were injured in an IED blast by suspectedMaoists in Malkangiri district of Odisha.

BSF director general U K Bansal has rushed to the spot, which is next to the Balimela reservoir, infamous for the deadly Naxal ambush in June 2008 when 38 Greyhound commandos of Andhra Pradesh police were killed when they were crossing the water body in a boat.

The BSF squad travelling a jeep was targeted at Balimela culvert at around 1 PM in the Janbai area of the district, under Chitragonda police station, 465 km from here.

The jungles here are a Naxal hotbed as it touches the borders of two other states - Andhra Pradesh and Chhattisgarh - making it a corridor for Maoists.

According to initial reports, the officers were returning in the vehicle after attending a security meeting with the district administration for forthcoming Panchayat elections in the state.

The victims have been identified as Commandant (107 battalion) J R Khaswan, his Second-in-Command Rajesh Sharan, inspector Ashok Yadav and assistant sub-inspector and radio operator of the squad Jitendra.

The two other troopers who were injured have been identified as constables Bishnu Panigrahi and S K Kundu.

Kundu was driving the ill-fated BSF vehicle. A BSF unit is located close to the area where the blast occurred and the team was approaching it.

"A reinforcement contingent of joint security forces has been dispatched for search operations," a senior official said.

HISTORY OF BSF

HISTORY OF BSF

      Though the idea of raising a ‘Force’ under a unified command kept simmering since Chinese aggression, but it could get conceptualised only after the Rann of Kutch invasion by Pak infiltrators which came as a prelude to 1965 Indo-Pak war.   After the 1965 Indo-Pak war concluded, a high level meeting was held between three stalwart of Indian policy making i.e. the then Home Secretary Sh L P Singh, Chief of Army staff Gen J N Chaudhuri and the then Defence Secretary.   The concept of the Border Security Force emerged through a noting initiated by Sh L P Singh to the Govt of India which ran as under :-

    • “I have had a discussion with the COAS and Defence Secretary, and I am putting down below the ideas that have emerged from the discussion :-

    • )All the police forces to be employed on border security duties should come under the control of the Ministry of Home Affairs.   They should be divided into three or four regional groups each under the command of an officer of the rank of Inspector General of   Police;

    • )There may be a small Central organisation with responsibility for supervision, coordination etc;

    • )The force should not have overaged men, and there should be careful screening of officers.   The officers taken from the police should be all volunteers, and the force should draw upon officers from the Armed Forces to the extent necessary;

    • )Each battalion should have the same strength – about 700 and should be armed and equipped on a standard scale;

    • )All the battalions should be given further training by training teams to be sent out from the Armed Forces;

    • )There should be coordination with Defence at the Central and appropriate lower levels; to facilitate this, there should be a senior military officer at the Defence HQrs for liasion with the head of the Border Security Force;

    • )The State administrations would have to be kept in the picture, and it would be necessary for the...
