The Union Home Minister, Shri P. Chidambaram presented the Report Card of the Ministry of Home Affairs for March 2011 in New Delhi today. Following is the text of his statement:
“I present the report of the Ministry of Home Affairs for the month of March, 2011.
All necessary steps have been taken to ensure foolproof security arrangements for the ICC Cricket World Cup-2011.
A significant development during the month was the Home Secretary Level talks between India and Pakistan on March 28-29, 2011. At the end of the talks, a joint statement was issued on March 29, 2011.
Internal Security
An amount of Rs.10.89 crore was released under SRE scheme to the State of Chhattisgarh as reimbursement of expenditure towards premium for insurance of police personnel engaged in anti naxal operations for the period from 2008-09 to 2010-11.
A sum of Rs. 36 lakh was sanctioned as assistance to 12 beneficiaries at the rate of Rs.3 lakh each under the Central scheme of assistance to the victims terrorist/ communal/ naxalviolence.
Jammu and Kashmir
On March 4, 2011, the Prime Minister inaugurated the newly constructed 2112 flats at Jagti, Jammu for the Kashmiri migrants.
On March 4, 2011, approvals worth Rs. 66.40 crore were given for the execution of various works under SRE schemes.
On March 11, 2011, approval of the Central Government was conveyed to the Government of Jammu & Kashmir for clearing the 681 backlog cases for payment of compensation, in lieu of compassionate appointment, to nearest of kin of civilians and surrendered militants under SRE (R&R) scheme.
The Group of Interlocutors visited Kashmir during March 11-14, 2011. A 2-day women’s conference was organized on the impact of conflict on women, empowerment of women and role of women in peacemaking.
The Expert Group under the Chairmanship of Dr. C. Rangarajan constituted by the PMO submitted its report on the job plan for the State of Jammu & Kashmir. On March 15, 2011, a meeting was held by the Home Secretary for the implementation of Skill Empowerment and Employment in Jammu & Kashmir. An amount of Rs. 71 crore under SRE (P) was reimbursed to the Government of J&K.
CAPFs (Central Armed Police Force)
Rs. 1224.64 crore (99.97% of the revised budget estimate of Rs. 1225 crore) has been released to the States under the MPF Scheme for State police forces in FY 2010-11. Thisincludes Rs.171.89 crore released to 23 States in March, 2011.
Sanctions worth Rs. 15.46 crore were issued for the purchase of arms and ammunition and equipment for the following CAPFs:

On March 23 & 25, 2011, sanctions amounting to Rs. 35.07 crore were accorded for the procurement of 706 nos. HF Tx/Rx Digital LHP-265 Radio Sets from BEL.
On March 25, 2011, sanction amounting to Rs. 4.84 crore was accorded for procurement of hardware, software and training cost for GIS for CAPFs.
On March 30, 2011, sanction amounting to Rs. 13.59 crore under the Centrally sponsored scheme of Directorate of Forensic Science Laboratories and District Mobile Forensic Units was released to 17 States/UTs.
Sanctions amounting to Rs. 571.57 crore were issued for acquisition of land and construction of office/residential/other infrastructure buildings for the following CAPFs:
CRPF : Rs. 546.40 crore
SSB : Rs 8.36 crore
CISF : Rs. 9.80 crore
BSF : Rs. 7.01 crore
Total : Rs. 571.57 crore
On March 4, 2011, Government sanctioned establishment of 200 bedded Referral Hospital at Greater Noida for Central Armed Police Forces (CAPFs) personnel and their families at an estimated cost of Rs.120.57 crore.
Medical Officers Selection Board-2011 has been constituted for selection of 430 Medical Officers and 183 Specialist Medical Officers in CAPFs, ARs and NSG.
Lump sum ex-gratia compensation amounting to Rs.2 crore was sanctioned to the next of kin of 18 deceased CAPF personnel.
Rs.2.92 crore was released as welfare grant for the financial year 2010-2011 for Centre Armed Police Force (CAPFs) to meet the expenditure for establishment of Anti Retroviral Treatment (ART) centres for HIV/AIDS at Delhi, Jammu, Hyderabad and Dimapur.
Border Management
India-Bangladesh Border: 15 kms of fencing and 12 kms of road works were completed in March, 2011 under phase II of the project. 11 kms of fencing were replaced in March, 2011 under phase III of the project. Poles for floodlighting were erected on a length of 30 kms and cables were laid on 18 kms stretch in March, 2011.
Coastal Security: Against the target of 204 boats, 189 boats have been supplied so far. Remaining 15 boats are ready for delivery and will be dispatched shortly. Thus all 204 boats have been procured although actual delivery of 15 boats has spilled over beyond 31-3-2011.
Construction of Integrated Check Posts (ICPs): Construction of ICPs at Attari, Raxaul and Jogbani has commenced. The projects are expected to be completed in June, 2011 for ICPAttari and in November, 2011 for ICPs Raxaul and Jogbani.
Immigration
8 Pakistani prisoners and 20 Pakistani fishermen were repatriated to Pakistan on completion of their sentences.
On-line visa application system, under the Mission Mode Project on IVFRT (Immigration Visa Foreigners Registration and Tracking), with appointment scheduling, was introduced in Colombo, Kandy and Hambantota under High Commission of India, Sri Lanka.
Union Territories
On March 28, 2011, notification for delegating the powers of the State Government under the Unorganised Workers’ Social Security Act, 2008 to the Administrators of the Diu, Dadra & Nagar Haveli, Lakshadweep and Puducherry was issued.
Disaster Relief
In the month of March 2011, National Disaster Response Force (NDRF) teams comprising 706 personnel and 28 boats were deployed for emergency response and rescue in the States of Andhra Pradesh, Assam, Bihar, Delhi, Kerala, Maharashtra, Tamil Nadu and West Bengal.
Government of India released the following sums of money from National Disaster Relief Fund (NDRF) for various natural calamities that happened during the year 2009-10:

On March 27, 2011, a team of NDRF left for Rifu-Cho, Japan to assist in relief and rehabilitation operations.
NIA
On March 9, 2011, crime no. 704/2010 of Muvathaupeezha Police Station, District Ernakulum, Kerala pertaining to chopping of the hand of Prof. T. J. Joseph was entrusted to NIA for investigation.
On March 22, 2011, the Malegaon Bomb blast case (of 08-09-2006) and the Mecca Masjid case, Hyderabad (of 11-10-2007), which were under investigation by the CBI, were entrusted to the NIA for investigation.
Census 2011 and National Population Register (NPR)
On March 30, 2011, the provisional results of the Population Enumeration, the Second Phase of Population Census 2011, was released.
Capture of biometrics for NPR has started in the State of Manipur and Nagaland.
On March 23, 2011, an agreement with Central Public Sector Undertakings (CPSUs) for digitization and capture of three biometrics (photographs, ten finger prints and two iris) for NPR was signed.
The field survey for the Annual Health Survey was completed in 284 districts (20,694 sample units) across 18 zones in nine States.
Judicial
On February 27, 2011, the President’s assent was received for the Payment of Bonus (Maharashtra Amendment) Bill, 2010.
Two mercy petitions of death convicts namely S. B. Pingale (from Maharashtra) and Jaikumar (from Madhya Pradesh) were considered under Article 72 of the Constitution and their death sentences were commuted to imprisonment for life for the remainder of their natural lives.
Other matters
The drive to implement the judgments of Courts in relation to pension to freedom fighters continued. Five judgments were implemented in March, 2011 and 104 judgments are pending for implementation.
60,252 records of claims and compensation paid to displaced persons were computerized in March, 2011. The database now has 492,943 records.
On March 1, 2011 and March 21, 2011 the Repatriation of Prisoners (Amendment) Bill, 2011 was passed in the Lok Sabha and the Rajya Sabha, respectively.
On March 24, 2011, the Orissa (Alteration of Name) Bill, 2010 and the Constitution (113th Amendment) Bill, 2010, as passed by the Lok Sabha, were considered and passed by theRajya Sabha.
Joint Working Group meetings on Counter Terrorism between India and UK and India and USA were held on March 21 and March 25, 2011, respectively.
On March 21-24, 2011, a training programme on drug law enforcement was conducted for the police officers of various African countries under India-Africa Forum Summit”.
