Militants waiting for chances to infiltrate: BSF

Srinagar, Jan 24 (PTI) Militants across the Line ofControl (LoC) in Pakistan-Occupied Kashmir (PoK) are "waitingfor chances" and have made several attempts to infiltrate tothis side but have been unsuccessful so far, BSF todayclaimed.

In a sense they have tried (to infiltrate) but they havenot been successful," Inspector General of Border SecurityForces (Kashmir Frontier) Baljit Singh said.

Militants "have been trying and will be trying toinfiltrate" as they continuously change their infiltrationpoints depending on the climate in the area and the strengthof troops in the region, he said.

However, there was no exact head count of militantsactive in the Valley and all the figures about them werespeculations, Singh said.

"We can say in Kashmir Valley there are 250 to 300militants but there is no exact head count," he said.

The intelligence inputs about the number of militantswaiting across the border and LoC suggest a "large number" ofmilitants are there, he added.

Gas leak exposes chinks in disaster management

KOLKATA: This is how our administration tackles a disaster. The first firefighters to respond to the gas leak in Nagerbazar on Sunday evening forgot to take their breathing gear. It took four hours for officers to realise that it was beyond them and that BSF's National Disaster Response Force (NDRF) should be informed.

The BSF team responded immediately but was caught in a traffic jam on Jessore Road no one had thought of clearing a lane for them. NDRF officers say they could have contained the leak by Sunday night itself had they been informed earlier. The firefighters spent all night pouring water into the ammonia gas tank in the hope of "diluting it". It was pretty much futile. The BSF men managed to plug the leak on Monday morning and the 3,000 people who had been evacuated started trickling back.

About 30 people required medical attention. Till 11am on Monday, a pungent odour hung in a 500-metre radius. Locals spoke of their terror. "We started feeling nauseous. It brought memories of the Bhopal tragedy. All of us had read in the papers of a death in the Barrackpore ammonia leak. We did not know how poisonous the gas was. Women wept as they pulled out valuables and locked their doors before leaving the neighbourhood," said Rajesh Sarkar.

Chief secretary Samar Ghosh admitted on Monday that there was "some problem" in handling the gas leak because of a shortage of firemen. This was the third gas leak in the city since January 1, but clearly no lessons have been learnt.

The BSF's National Disaster Response Force (NDRF) has contained nearly 95% of the ammonia gas leak in Nagerbazar, Dum Dum, said the battalion's second in command, T K Mandhata.

"It took us some time as the tank is round and slippery. It is set against a wall, making that side inaccessible. We have channelised the remaining 5% of the gas into the atmosphere through the top floor of the building. This will cause no discomfort to residents," said Mandhata.

Nagerbazar residents say they smelt the gas around 4pm on Sunday. Within an hour the situation had turned serious with police and firemen struggling to enter the narrow lanes. It was only around 7.30pm that officials on the spot felt that expert help was required.

The NDRF battalion, based at Digberia in Barasat, is the only unit Kolkata can turn to in a chemical, biological or nuclear crisis.

"As soon as we received the SOS, a 15-member team with protective gear, breathing apparatus, chemical protection fluid and searchlights was scrambled. We reached the spot around 8.30pm. Had we not got caught in the traffic on Jessore Road, we could have got there earlier. When we arrived, there was complete chaos and panic," said Mandhata.

Among those who required medical attention were Pinki Roy (24) and Tinku Shaw (18). They were taken to RG Kar Hospital and administered oxygen.

Fire department officials say the situation would not have been so bad if the cold storage staff had not run away. "There wasn't a single employee to guide us. We had no idea of the layout of the pipelines," said Tapan Kumar Chatterjee, OC of Dum Dum fire station.

The fire department has lodged an FIR against owner Kishore Santania, a resident of Belgachia, and co-owner Nasir Khan. Santania's house was raided but he was not there. "There was no maintenance or checks on the ammonia tanks and cylinders. Fire control measures are also lacking," a fire official said.

According to locals, the cold storage was part of a 30-year-old prawn-processing unit. "Barely six days ago, ammonia had leaked from the cold storage. We informed the police but no action was taken," said Satyabrata Santra, the local Trinamool Congress councillor.

The incident comes within weeks of a gas leak at an ice factory in Barrackpore in which a man died and over 100 fell ill, followed by another on January 10 at a cold storage in Manicktala that led to a major fire.

North 24-Parganas SP Rahul Srivastav said people are returning home and the panic has ebbed. "We are trying to locate the owner of the cold storage. He will be arrested soon. The cold storage will be sealed," he said.

BSF jawans ready for anti-Maoist operation: DG

Bhubaneswar: Border Security Force (BSF) jawans posted in Orissa's worst naxal-hit areas were high on morale and ready to take on left wing extremists (LWEs), BSF Director General (DG) Raman Srivastav said today.

Srivastav, who met Chief Minister Naveen Patnaik and state Chief Secretary B K Patnaik here, said they had been working out on certain issues relating to coordination and other matters with the Orissa police.
"BSF jawans are in good shape. They are fit and ready for operation. Their morale is high", the BSF chief told reporters about his visit to certain forces' camps in Malkangiri and Koraput districts yesterday.

Besides holding discussion with the state DGP M Praharaj, Srivastav spoke to jawans in the field yesterday.

Pointing out that the entire objective of posting central forces in Orissa and Chhatishgarh is to facilitate development works, Srivastava pointed out that development works were being held up in certain places due to lack of presence of security forces.

"Now that we are there in the affected areas, development works like road repair, construction of bridges, hospitals and re-functioning of market places will start," he said.

This apart, the BSF were also involved in civic activities like holding medical camps, sports activities with the villagers.

"The villagers are now feeling happy that there is governance. Now they are coming forward to help us in so many things. We are satisfied," Srivastav said.

Replying a question, he said if required BSF would not hesitate to increase number of its units in the Maoist-hit pockets of the state.

"Our presence in certain area is certainly enough to ensure that development takes places," he said.

The state government requested the BSF chief to help it in construction of two mega bridges in the Maoist zone of Malkangiri.

Though the state government had been trying to set up two bridges at Janbai and Gurupriya in Malkangiri, the work could not be started due to disruption by rebels.

"We have been trying to set up two bridges for last 15 years. But contractors are not ready to work due to maoist fear," a senior official in the state's works department said.

The BSF jawans need to be deployed at the site as the rebels used to disrupt all attempts for construction of two bridges, he pointed out.

The issue was raised at the meeting between the BSF chief and the state chief secretary. "The former has agreed to provide support for any development activities," the official said.

There were five battalions (one battalion comprises 540 personnel) of BSF force in the state. While three battalions were deployed in Malkangiri, rest two battalions had been stationed in Koraput district, Home Secretary U N Behera said.

‘BSF to help in development besides combating Maoists’

Besides fighting the Maoists in coordination with the State police, the BSF would help the State Government in implementation of developmental programmes and ensure good governance in the affected areas of Odisha, said BSF Director General Raman Srivastav on Monday here.

"The entire objective of posting of the Central forces including the BSF in certain areas of Odisha and Chhattisgarh is to enable the State Governments in undertaking the developmental work, which have been delayed and not being taken off due to the Maoists menace, asserted Srivastav.

He said that the BSF forces were ready to provide security and assist the State Government, wherever necessary to implement and expedite the developmental programmes being held up due to lack of the presence of security forces.

BSF will also provide security cover in the construction of the Harapriya Bridge which is delayed due to threat from the Maoists.

Srivastav, who was on a two-visit to the State in connection with taking stock of the situation with the BSF personnel now deployed in Koraput and Malkangiri districts to combat the Maoists operation on Monday held talks with Chief Minister Naveen Patnaik at the Secretariat on the coordination between the State police and BSF. Five battalions of BSF jawans are deployed in the two southern districts.

Later talking to mediapersons, the BSF chief said that the present coordination between the State police force and the Central forces was fine. However, further discussion was held with the Chief Minister in presence of the Chief Secretary and the DG Police on the detailed co-ordination between the two forces in combating the Maoists. He said, the state of the health of the forces was fine and their morale was very high and they were fit and ready to undertake joint operation against the Maoists.

Stating that besides, the operation against the Maoists, he said that as part of confidence-building measures, the BSF jawans were taking lot of care of the local villagers to ensure good governance.

"Since we are here, our objective is also to take care of the local people in shape of promoting sports, organising medical camps and other common activities. This has resulted in the fact that the villagers are now coming forward to help us in so many things", he said adding ," we are very much satisfied ". To a question, the BSF DG did not rule out the possibility ofincreasing the BSF units in Odisha." If it is necessary, then we will increase the forces", he said.

The Chief Secretary said the discussion hovered around the infrastructure requirements and coordination for joint operation between the BSF and State police forces.

Meanwhile, the BSF along with local police of Narayanpatna and Bandhugaon in a joint combing operation caught P Ram Padhy, the main aide of the chief of Chasi Mulia Adivasi Sangh (CMAS), Nachika Linga on Saturday night and arrested him. Ram Padhy was also a Maoist supporter and was involved in many crimes including attack of Narayanpatna police station, sources said.

Sources reveal that, after getting information from reliable sources during the combing operation, the BSF and local cops raided the house of Ram Padhy's maternal in-laws at village Jangidivalasa in Bandhugaon Block about 25 km from Naranpatna police station and 110 km from Koraput district headquarters. Meanwhile, Ram tried to escape on a motorcycle but was caught by the jawans.

BSF sends children on Bharat Darshan

Srinagar, Jan 24: Border Security Forces on Monday sent a batch of Kashmiri students from far flung areas on a Bharat Darshan tour from here.

R S Chib, minister for Minister for Medical Education, Technical Education, Youth Services and Sports of flagged-off the contingent at STC BSF Camp Humhama and Baljit Singh, Inspector General, BSF Kashmir Frontier was the gust of honor.

Twenty Kashmiri boys selected from varied and remote areas of Kashmir Valley, during their Bharat Darshan Tour will be visiting Kolkata, Sunderban, Delhi and Agra, besides interacting with the high dignitaries.

“Border Security Force sent these Kashmiri students to Bharat Darshan Tour with the aim to acquaint the children with varied culture and ethos of our country,” BSF said in a press statement adding,

“It will afford these students a chance to broaden their horizon and make them aware of the opportunities awaiting them in the country. The tour would help in motivating the students to develop an adventurous spirit and aim higher in life.”

DHARAMSALA:  One BSF Battalion shall be established in Shahpur near Dharamsala , the state government has transferred land for the same .stating this on Monday in Dharamsala Chief minister prof. Prem Kumar Dhumal said that one disaster management Battalion shall also  be established in Kangra district at Nurpur 70 kms from here near Pathankot. 

Dhumal said that his government has got sanctioned three Indira Reserve Battalions from the center in this tenure, beside one that was sanctioned in the last tenure of his government. He informed that one women battalion of Police, the only one of north India was recently established near Bhakhra Dam.

Dhumal today  laid foundation stones of the development works in Dharamsala worth rs 18 crore, which include the laying of 400 meters synthetic track near the crcket stadium .this shall cost around 8 crore. He said that dharamsala is being developed as the sports city of the state, which already has the international standered stadium, where the 2 IPL matches were organized last year. Beside this it has one indoor stadium , NIS women sports hostel and other sports ground.

CM said that the state government has given the benefits at the tune of around 1200 crore to the farmers of the state. He said the himachal is signing one agreement o 440 crore with international Corporation of Japan in connection with the development of Bio Fertilizer in Himachal.

Dhumal said that the small state of Himachal shall be made an ideal state  in India. And to to achieve this goal every citizen of Himachal have to work hard with honesty.

BSF Jawan's body found

Balurghat: Surinder Singh, 44, a BSF jawan from Haryana, was found dead near Bhimpur along the India-Bangladesh border on Monday. BSF and police sources said the on duty border guard’s body had a bullet injury in the head and 11 rounds had been fired from his service rifle.

Srivastav said that the BSF jawans are fit and ready for operation.

He also said that development work in certain places was being held up due to lack of security forces. “Now that we are there, development works like road repair, construction of bridges, hospitals places will start,” he said.

Meanwhile, while the state government claimed success for killing Maoists in different encounters, the CPI(Maoist) demanded a judicial probe into the killings calling them ‘indiscriminate murders’.

Anti-Maoist operations in C'garh will need private copters

Raipur, Jan 24 (PTI) Police and other security forces deployed for conducting anti-Maoist operations in Chhattisgarh will have to depend on private helicopters as government's air fleet is constrained by time limitations. The Chhattisgarh police, hit by the under-availability of the rotary wing aircraft on certain occasions, has extended by one year the lease that it had executed with private players to hire helicopters for anti-Naxal operations last year. These copters are used to send in reinforcements and evacuate injured troops. The state police, which already has the facility of using the BSF air fleet based here, is constrained by time limits set by the BSF air wing which is operated by the Indian Air Force (IAF). The step has been taken so that the operations and other casualty evacuation duties do not suffer, police sources said. According to rules, the four helicopters-- including two Mi-17 and an equal number of Advanced Light Helicopters (ALH) 'Dhruvs'-- have a fixed time limit of flying for 80 hours for a month and also cater to other states like Jharkhand, Maharashtra and Orissa, which are also hit by Maoists, for operational duties. "So, if we require a helicopter for an operation or evacuation, we find the BSF air fleet has either clocked their official flight time or are gone to some other place. Hence, we have decided to extend the lease of our two private choppers and have invited fresh bids," a senior officer deputed for anti-Naxal operations said. Another senior officer in the Naxal grid said although helicopters are "everytime made available" for important missions, on occasions the time limit and because of the fleet catering to many states, certain hurdles do crop up. Border Security Force (BSF) chief Raman Srivastava had last year talked about "certain operational constraints" in the full-time serviceability of the helicopters' fleet deployed for anti-Naxal duties as the new 'Dhruvs' need to be "serviced frequently." "There is no dispute or problem in the operation of the helicopters fleet for anti-Naxal duties.
